Scott M. Deeny

Scott Deeny’s practice focuses on water rights, natural resource matters, administrative law and commercial litigation. Prior to joining Salmon, Lewis & Weldon, he was Deputy Counsel at the Arizona Department of Water Resources from 2005-2009, where he represented the Department and the State of Arizona in matters involving water issues and administrative law.


Representative Professional Experience
  • Advised and represented the Department of Water Resources and the State of Arizona in matters involving complex water issues and administrative law, and responding to Public Information Requests.
  • Represented the Department in proceedings before the Office of Administrative Hearings, the Governor’s Regulatory Review Council, and State and Federal Court, including several highly publicized administrative and judicial hearings.
  • Served as the Compliance Attorney for the Department and prosecuting enforcement actions related to violations of the Groundwater Management Act, the Surface Water Code, the Dam Safety Code, and the Underground Water Storage and Replenishment Act, including representing the Department in an enforcement action regarding the construction of multiple illegal dams, and negotiating a settlement where civil penalties and the costs associated with remedial action ran into the hundreds of thousands of dollars.
  • Represented diverse group of clients in civil litigation matters, including areas of commercial contract disputes, corporate law, personal injury, product liability, construction defect, and bankruptcy litigation, including assisting in complex Chapter 11 litigation regarding the recovery of fraudulent transfers at trial totaling over $7 million.
  • Represented clients in numerous successful settlement negotiations, mediations and settlement conferences.
